John Dunlop
Senior Technical Outreach Engineer
American Wind Energy Association
John
leads AWEA’s program to improve the
productivity of existing wind farms through
efficient and safe operation and maintenance
of wind projects and workforce training, and
provides technical assistance to national
professional organizations and utilities in
their support of wind energy. He also
manages AWEA’s wind energy standards
development program under the American
National Standards Institute and the
International Electrotechnical Commission.
Before joining AWEA in 1993, John was a
renewable energy program manager for the
Minnesota state energy office for 15 years.
He is based in Minneapolis and has degrees
in physics and mechanical engineering
(University of Colorado) and is a licensed
professional engineer.

E. Ian Baring-Gould
Senior Engineer
National Renewable Energy Lab
Ian
has worked at the National Renewable Energy
Laboratory since 1995 focusing in two
primary areas; applications engineering and
educational outreach for renewable energy
technologies, primarily wind. His
applications work concentrates on modeling,
testing and monitoring of power systems, end
user applications and large diesel plant
retrofit concepts. Educational outreach,
including field technical assistance has
focused in energy development for rural
populations and school outreach programs,
such as the Wind for Schools program, both
domestically and internationally. Ian also
sits on IEA and IEC technical boards, is an
editor for Wind Engineering and has authored
or co-authored over 60 publications.

Scott G. Buchanan
Buchanan, Bibler, Gabor & Meis
Scott
graduated from the University of Iowa
College of Law and is a senior partner in
the law firm of Buchanan, Bibler, Gabor and
Meis, working primarily in areas of civil
litigation, municipal law and general
practice. Scott served as general counsel of
the Iowa Distributed Wind Generation Project
(IDWGP), Iowa’s first municipal wind farm
commissioned in 1997. Since that time he has
reviewed wind energy easements and leases
from nearly a dozen different developers
working throughout the state on behalf of
scores of owners across the country. He
recently spoke at the Drake University
School of Law Forum on Legal Issues in Wind
Energy and presented remarks at the annual
meeting of the Iowa Chapter of the American
Farm Managers and Rural Appraisers Society
on legal issues affecting land owners with
wind energy agreements.

John Bilsten

Algona Municipal Utilities
John
has served in his current position since
October 1999. Algona Municipal Utilities is
the community owned water, electric, cable
TV, high speed Internet and telephone
utility that serves Algona and the
surrounding area. AMU has been very active
in renewable energy and owns a portions of
and manages the operations and maintenance
for the Iowa Distributed Wind Generation
Project located near Algona. John is a
graduate of the University of Northern Iowa
with a degree in Public Administration. John
is a past President of the Iowa Association
of Municipal Utilities; Vice President of
the Board of the Iowa Stored Energy Park
Agency; and serves on various statewide
energy groups remaining active in power
supply & transmission issues.

Joe Rubino
Senior Environmental Scientist
Stanley Consultants Inc.
Joe
has been a member with Stanley since October
2006 and started representing Alliant Energy
as the Environmental Planner for the Wind
Energy Development Team in Cedar Rapids in
July 2007. As environmental planner for
Alliant Energy, he oversees site assessments
(wetlands, cultural, avian, Phase I, shadow
flicker, noise, threatened/endangered
species) for wind farm sites in the upper
Midwest in addition to securing
preconstruction permits. Joe holds B.S. and
M.S. degrees in meteorology from St. Louis
University. His professional career has
included positions with state government,
industry and environmental consultants.

Thomas A. Wind
Wind Energy Consulting PC
Tom
specializes in small wind generation
projects and in the integration of large
wind turbines into the utility grid system.
He graduated from Iowa State University in
1974 with a BS in electrical engineering. He
was employed at Iowa Southern Utilities for
15 years before becoming a self-employed
consulting electrical engineer. He is a
member of numerous national wind & power
related organizations and serves as a board
member on the Iowa Power Fund.

Dr. James D. McCalley, E CPE
Professor of Electrical & Computer
Engineering
Iowa State University
James
received the B.S., M.S., and Ph.D. degrees
from Georgia Tech. He is Professor of
Electrical and Computer Engineering at Iowa
State University where he has been employed
since 1992. He was employed with the Atlanta
Gas Light-Company, the United States Peace
Corps, and with Pacific Gas and Electric
Company (PG&E). At PG&E, Dr. McCalley was a
transmission planning engineer where he
performed planning and operating studies of
the western US interconnection. He has
received numerous distinguished service
awards.

Doug Collins
Executive Director
ITC
Doug
began his utility career in 1983 as a
Planning Engineer for Interstate Power
Company of Dubuque, after graduating from
Iowa State University. Following
the
merger forming Alliant Energy, he was
responsible for Distribution and
Transmission Planning for Alliant Energy,
NERC reporting and compliance. Doug
represented Alliant Energy on several
industry groups. Upon completion of the sale
of the IPL transmission assets to ITC
Midwest, an independent transmission
company, Doug became the Executive Director
of ITC Midwest, the position that he
currently holds.

Joe Sullivan
Product Manager
WindLogics Inc.
As
Product Manager, Joe develops and implements
products and services ranging from data
management of field instrumentation to
weather forecast systems and wind
integration for utilities. In addition to
his product management duties he has managed
several wind power forecasting, data
management and atmospheric research
projects. Joe joined WindLogics after 10
years in broadcast meteorology. He has
extensive experience in operational
forecasting and is well-versed in weather
related software. Joe holds a B.S. in Earth
Science-Meteorology from St. Cloud State
University.
